Provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

H.R. 4886 Permanent Tax Cuts for Americans Act

The constraints of the budget reconciliation process in the Senate required law makers to sunset the tax cuts for individuals in the recent tax bill on December 31, 2025, so that they don’t add to the deficit in the long run.  This bill makes permanent those tax cuts beyond December 31, 2025 (apparently with no regard for the deficit in the long run).

In the event of a shutdown of the Federal government:  

  • makes appropriations to continue pay for members of the armed forces and employees of the Department of Homeland Security
  • for the 115th (current) congress: for each 24 hour period of shutdown, withholds the pay of Members of Congress by one day's pay and places it in escrow, to be released on the last day of the 115th congress
  • for all future congresses;  for each 24 hour period of shutdown, reduces the pay of Members of Congress by one day's pay

H.R.2723 - Employee Rights Act

An anti-union bill. [Description from Wikipedia] The bill includes eight core provisions. It would require secret ballot elections to determine union representation; create union re-certification elections when half of the originally unionized employees have turned over; mandate opt-in rather than opt-out systems for voluntary contributions to union political operations, or "paycheck protection"; change the "win" bar for a union certification election to include the majority of all affected employees, not just those who voted; permit employees not to provide personal information to union organizers; provide protections from union coercion (including fines) blocking de-certification of an existing union; require secret ballot strike votes, eliminating the option to vote at union meetings following discussion; and criminalize union threats and violence.

H.R. 850 Agency Accountability Act of 2017

Congress has granted agencies the authority to collect fines, fees, and other revenues outside of appropriated funds. While most of these funds are used to offset appropriations, a large portion are used by agencies to self-fund programs and operations outside of the normal appropriations process.  This bill would instead require that all fines, fees, penalties, and other unappropriated proceeds, be directed to the Treasury, thus making them subject to the appropriations process. Agencies would still receive the funds required to exercise their standard functions, but those funds would now be placed back under Congressional oversight.

Amends the federal criminal code to declare that any person who knowingly engages in any scheme or artifice to defraud an individual of veterans' benefits, or in connection with obtaining veteran's benefits for that individual, shall be fined, imprisoned not more than five years, or both.

Veterans treatment courts resolve criminal cases through treatment and support. This bill would instruct the Attorney General to establish and carry out a federal Veteran Treatment Court Program to provide grants and technical assistance to the State circuit court systems that (1) have adopted a Veterans Treatment Court Program; or (2) have filed a notice of intent to establish a Veterans Treatment Court Program with the Secretary.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Rabbi Michoel Ber Weissmandl in recognition of his acts of valor during World War II.

H.R. 4007  "To revise the quorum requirement for the Board of Directors of the Export-Import Bank of the United States."

Amends the Export-Import Bank Act of 1945 by changing the quorum from “at least three members” to “the lesser of 3 members or the number of members holding office on the Board."  

The Export-Import Bank of the United States, a wholly owned federal government corporation, is the official export credit agency of the U.S. government. Debate continues in Congress over Ex-Im Bank’s rationales.  Proponents contend that the Bank supports U.S. exports and jobs by filling gaps in private sector financing and helping U.S. exporters compete against foreign companies backed by their ECAs. Critics contend that Ex-Im Bank crowds out private sector activity, provides “corporate welfare,” and poses a risk to taxpayers. Because of the controversy, there have been a number of vacancies for quite a while; nominations of members to the Board would be subject to Senate approval.  With currently two members, the Board lacks a quorum, and without a quorum, it cannot approve transactions above $10 million.

H.R. 4078 Expanding America's Workforce Act of 2017

Creates Short-term Workforce Pell Grants for adults who need to return to college, after a minimum of 10 years outside of education, to update their skills. Clarifies that students without a high school degree will be eligible for financial aid in the Career Pathways Program.  Calls for states, institutions of higher education, and sponsors of apprenticeship programs to develop the protocols that will establish academic credit for these programs, enabling new sources of funding for these programs through federal financial aid while also enabling the apprentices to continue their education beyond the apprenticeship if desired.  Requires that all similar level academic programs accredited by the same accreditor must be approved for transfer with other schools accredited by the same agency.  Directs the Secretary of Education to develop an appropriate process to award academic credit for competencies people have achieved outside of a formal academic program.

Requires the Department of Justice (DOJ) to establish a program to educate state and local governments and property owners on strategies for promoting access to public accommodations for persons with disabilities. Modifies the process by which an individual can pursue civil action against the owner or operator of a public accommodation where an architectural barrier limits access. Directs the federal Judiciary to develop a model program encouraging alternative mediation to resolve claims of architectural barriers to public accommodations.  Seen by opponents as weakening the ADA.

H.R.4059 - Ethical Patient Care for Veterans Act of 2017

Directs the Department of Veterans Affairs (VA) to ensure that each VA physician is informed of the duty to report any covered activity committed by another physician that the physician witnesses or otherwise directly discovers to the applicable state licensing authority within five days.  "Covered activity" means any activity occurring in a VA medical facility that consists of or causes the provision of impaired, incompetent, or unethical health care that requires direct reporting under the Code of Medical Ethics of the American Medical Association.

Requires the Department of Justice (DOJ) to submit two reports to the Congress on programs and practices to improve the mental health of law enforcement officers. H.R. 1164 Taylor Force Act  prohibits certain assistance under the Foreign Assistance Act of 1961 from being made available for the West Bank and Gaza unless the Department of State certifies that the Palestinian Authority:  is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; is publicly condemning such acts of violence and is investigating, or cooperating in investigations of, such acts; and has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been convicted and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual.

One example of how the bill wants to change the rule:  the FDA rule requires restaurants to tell us how many calories are in one standard menu item.
