H.R. 1865 Allow States and Victims to fight Online Sex Trafficking Act of 2017  Specifies that communications decency provisions protecting providers or users of interactive computer services from liability for the private blocking or screening of offensive material shall not be construed to impair the enforcement of, or limit availability of victim restitution or civil remedies under, state or federal criminal or civil laws relating to sexual exploitation of children or sex trafficking.  Amends the federal criminal code to specify that the violation for benefiting from "participation in a venture" engaged in sex trafficking of children, or by force, fraud, or coercion, includes knowing or reckless conduct by any person or entity and by any means that furthers or in any way aids or abets the violation.  [Introduced 4/3/17.  Mimi Walters signed on as co-sponsor 7/28/17]

H.R. 1491 Santa Ynez Band of Chumash Indians Land Affirmation Act of 2017  Ratifies and confirms the actions of the Department of the Interior to: (1) take approximately 1427 acres of land in Santa Barbara County, California, into trust for the benefit of the Santa Ynez Band of Chumash Indians; (2) assume jurisdiction over the appeals relating to the acquisition of this land; and (3) dismiss those appeals. Res. 51 “Approving the discontinuation of the process for consideration and automatic implementation of the annual proposal of the Independent Medicare Advisory Board under section 1899A of the Social Security Act.”  Established as part of ACA (Obamacare), the Independent Payment Advisory Board (IPAB) is charged with developing proposals to “reduce the per capita rate of growth in Medicare spending” each year that the projected five-year average growth in per capita Medicare program spending exceeds a specified target. The board’s proposals are to be implemented by the Secretary of Health and Human Services unless Congress acts either by formulating its own proposal to achieve the same savings or by discontinuing the automatic implementation process defined in the statute. H.R. 1494 PACT Act  Amends the federal criminal code to revise and expand provisions with respect to animal crushing. Retains existing criminal offenses that prohibit knowingly creating or distributing an animal crush video using interstate commerce. Adds a new provision to criminalize an intentional act of animal crushing. H.R. 1697Israel Anti-Boycott Act   would make it a felony to choose not to engage in commerce with companies doing business in Israel and its settlements in the occupied Palestinian territories, with violations punishable by a civil penalty that could reach $250,000 and a maximum criminal penalty of $1 million and 20 years in prison. H.R. 38 Concealed Carry Reciprocity Act of 2017  Allows a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms. A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid concealed carry permit issued by, or be eligible to carry a concealed firearm in, his or her state of residence. Additionally, the bill specifies that a qualified individual who lawfully carries or possesses a concealed handgun in another state: (1) is not subject to the federal prohibition on possessing a firearm in a school zone, and (2) may carry or possess the concealed handgun in federally owned lands that are open to the public. *H.R. 2052 PRIVATE (Protecting the Rights of IndiViduals Against Technological Exploitation) Act  Prohibits a member of the military from knowingly and wrongfully broadcasting or distributing an intimate visual image of a private area of another individual who is at least 18 years old, who is identifiable from the image or from information displayed in connection with the image, and who does not explicitly consent, if the person knows or reasonably should have known that the image was made under circumstances in which the individual depicted retained a reasonable expectation of privacy regarding any broadcast or distribution of such image; and the broadcast or distribution of the intimate visual image is likely to cause harm, harassment, intimidation, emotional distress, or financial loss for the individual depicted or to harm substantially the depicted individual's health, safety, business, calling, career, financial condition, reputation, or personal relationships.  The perpetrator of such offense is guilty of wrongful distribution of intimate visual images and shall by punished as a court-martial may direct.  [Introduced and Mimi Walters signed on as co-sponsor 4/6/17. *H.R. 909 Pet and Women Safety Act of 2017   Broaden the definition of stalking to include conduct that causes a person to experience a reasonable fear of death or serious bodily injury to his or her pet.  Additionally, an interstate violation of a protection order includes interstate travel with the intent to violate a protection order against a pet that is included within the scope of the protection order.  Directs the Department of Agriculture to award grants for shelter and housing assistance and support services for domestic violence victims with pets.  [Introduced and Mimi Walters signed on as co-sponsor 2/7/17]

H.R. 807 Medicare Access to Rehabilitation Services Act of 2017  Repeals the Medicare outpatient rehabilitation therapy caps.  [Introduced 2/1/17.  Mimi Walters signed on as co-sponsor 5/17/17]

*H.R. 772 Common Sense Nutrition Disclosure Act of 2017  In November 2014, the FDA issued its final menu labeling rule, mandated by the Affordable Care Act, requiring caloric information to be listed on menus and menu boards in chain restaurants, similar retail food establishments and vending machines with 20 or more locations.  Implementation has been delayed, most recently by President Trump.  This bill would negate the rule altogether. One example of how the bill wants to change the rule:  the FDA rule requires restaurants to tell us how many calories are in one standard menu item. This bill lets a restaurant determine the size of a “portion,” listing the calories in a “portion,” when the portion could be half of what is actually served to the customer.  [Introduced and Mimi Walters signed on as co-sponsor 1/31/17]

*H.R. 732 Stop Settlement Slush Funds Act of 2017  Prohibits settlement agreements to which the United States is a party that require donations to third-parties.  Proposed in reaction to settlements under the previous administration, such as mortgage lending settlements, in which banks were required to donate funds to community redevelopment organizations, housing groups, and non-government legal aid groups.   (Almost the same as H.R. 522 which for which Mimi Walters is also an original co-sponsor)  [Introduced and Mimi Walters signed on as co-sponsor 1/30/17]

*H.R. 637 Stopping EPA Overreach Act of 2017  Amends the Clean Air Act to exclude carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride pollution from the scope of that Act.  Declares that current law does not authorize or require the regulation of climate change or global warming and nullifies certain final rules relating to: (1) greenhouse gas and volatile organic compounds emissions, including methane emissions, from the oil and natural gas sector; and (2) carbon pollution emissions from the utility power sector.  Before proposing or finalizing regulations or policies, the Environmental Protection Agency must analyze the net and gross impact of those regulations and policies on employment.  Regulations and policies may not take effect if they have a negative impact on employment, unless they are approved by Congress and signed by the President.  [Introduced and Mimi Walters signed on as co-sponsor 1/24/17]
